Clean up tracker mapping worker

Browse Source 
Remove redundant resolveThirdParty fallback that re-attempted
resolution with the same inputs, and rename
LoadCommonThirdPartyIDByTrackerPatternID to
LoadCommonThirdPartyIDByDomainMatch to reflect that it joins on
initiator_domain.
