Add GeneratePublicPresignedURL and GeneratePresignedURL methods to pkg/file. Update the GenerateFileURL path to /api/files/v1/public/ to reflect the upcoming endpoint rename. Pass fileManagerService to file.NewService in probod. Signed-off-by: Ludovic Vielle <ludovic@probo.com>
