SCIM DELETE returned 500 when a profile was still referenced elsewhere in the org, which disabled the identity-provider bridge after repeated sync failures. Fall back to deactivation when delete is blocked, log the conflict without failing sync, and still attempt delete for excluded users even when inactive.
