Move clientIP extraction into a reusable pkg/server/api/clientip package with RFC 7239 Forwarded header support. Add pkg/server/jsonutil with helpers for common HTTP error responses (RenderForbidden, RenderInternalServerError, RenderNotFound, RenderBadRequest) and use them in the cookie banner handlers.
