The dev config uses http://localhost:8080 (plain HTTP), but both session
cookies had secure: true, which tells browsers to only send cookies over
HTTPS. This caused a sign-in loop where authentication succeeded but the
browser dropped the cookie, redirecting back to login. This change sets
secure: false for both cookie configurations in the dev config only.

ApplyProviderDefaults now sets redirect-uri, auth-url,
token-url, extra-auth-params, token-endpoint-auth, and
scopes at startup. Only client-id, client-secret, and
provider-specific settings are needed in the YAML.

Replace the monolithic agents config with a cleaner structure:
- llm: holds provider credentials and default model settings
- probo-agent: LLM overrides for the probo agent
- evidence-describer: worker config (interval, stale-after,
max-concurrency) alongside LLM overrides
This makes worker tuning configurable via YAML and env vars
instead of being hardcoded in Go, and separates provider
credentials from per-consumer model settings.

Remove deprecated compactor, bloom_filter, and v2_* storage fields
that were dropped in Tempo 2.10.x. Add inmemory ring kvstore for
the ingester lifecycler to prevent InstancesCount <= 0 errors in
single-instance dev mode.
