Replace the deny-based restriction on granting OWNER with role-scoped
allow policies so authorization fails closed: admins may create and
update memberships only when the assigned role is not OWNER, and the
absence of a target role no longer implies permission.
To keep console UI gating accurate without loosening the base grants,
the permission field gains an optional typed options argument
(PermissionOptionsInput) that forwards target_role into the dry-run
authorization. Only the two role-related console calls (create user,
update membership) pass it; the OWNER option stays hidden for admins via
the existing assignable-roles helper.
Add a non-regression test that an admin cannot promote a member to OWNER
while still being able to change members between non-owner roles.
Relay 21 made the filename-prefix requirement opt-in for non-Haste
projects, and the relay/graphql-naming lint rule only covers
operations and legacy fragment containers, leaving hooks-based
fragment names unguarded. Re-enable compiler enforcement via
enforce_module_name_prefix_for_non_haste so fragments keep the
collision-free, navigable <ModuleName>_<localName> convention, and
document the rationale in the Relay guide. The compiler accepts the
current sources unchanged, so existing names already comply.

Add the root configuration files for apps/compliance-portal, the
refactor of the legacy trust center SPA. The scaffold mirrors the
existing trust app (Vite, Tailwind, Relay, TypeScript project
references, ESLint) and targets the trust v1 GraphQL schema, which
the compliancepage backend already serves under /api/trust/v1.
Wire the app into the root relay.config.json with a dedicated
complianceportal project so the Relay compiler emits artifacts for
its sources. External dependencies are pinned to current latest
versions rather than matching the older majors used by the other
apps.

Replace pkg/iam/scopeset with pkg/iam/oauth2scope.Registry, a shared
OAuth2 scope→action registry used by the authorizer, OAuth2 service,
and Connect API. Registration stays open until probod calls Freeze();
read paths (RegisteredScopes, Allows, ValidateScopes) panic before
that.
Drop the leaky APIScopes surface and AllowedAPIScopes on manual
access-token creation in favor of registry.ValidateScopes. Metadata,
protected-resource metadata, and CIMD scope lists are built from
RegisteredScopes() via helpers in pkg/iam/oauth2/scopes.go. Expose
oauth2ScopesSupported as an OAuth2Scope GraphQL scalar.

relay-compiler requires a single schema file: a directory is rejected
and schemaExtensions marks fields as client-only, so it emitted
text: null and the console posted query: null, getting a 400 on every
operation.
Restore the merge step (contrib/merge-graphql-schema.sh, the
RELAY_SCHEMAS make rules, and the gitignore entry) and point each
relay.config.json project back at the merged schema.graphql. The IDE
graphql-config removal and npm-script cleanup are unrelated and stay.

Relay no longer needs a single merged schema.graphql: each project in
relay.config.json now reads the split graphql/*.graphql files directly
via `schema` (base.graphql) plus `schemaExtensions`. gqlgen already
consumed the split files, so the merge step only fed Relay and the
optional IDE GraphQL extension.
Remove the merge machinery (contrib/merge-graphql-schema.sh, the
RELAY_SCHEMAS make rules, and the gitignore entry) and drop the
graphql-config files (apps/trust/graphql.config.yml and the root
package.json graphql field); the Relay extension provides schema-aware
language features from relay.config.json on its own.
relay-compiler keeps generated artifacts in sync (stale ones are
removed automatically), so the relay npm script just runs the local
relay-compiler and the make target delegates to it.

Bump React 19.2, Relay 21, React Router 8, Vite 8 with
@vitejs/plugin-react 6, ESLint 10, GraphQL 17, TypeScript 6,
@types/node 24, and Tailwind 4.3 across the workspaces.
vite-plugin-react 6 (Vite 8) no longer runs Babel, so the Relay
tagged-template transform now runs through @rolldown/plugin-babel
in the console and trust Vite configs.
Relay 21 ships first-party types and enables the ambiguous-alias
check by default; disable that flag to preserve existing queries
and add explicit usePreloadedQuery type arguments where the new
types no longer infer the operation. TypeScript 6 deprecations and
stricter inference are addressed in tsconfigs and call sites.
Keep n8n-node on ESLint 9 and eslint-plugin-react on 7.37.5, the
newest releases compatible with their toolchains.

Relay v20 treats extend type in server schema as client extensions,
causing all mutation fields to have "text": null in generated artifacts.
Replace the cat-based schema concatenation with a merge script that
collects all extend type Mutation blocks and produces a single
type Mutation definition. The split graphql/ files remain the source
of truth for gqlgen; the merged schema.graphql is generated for Relay.

Consolidate the two per-app relay configs (console and trust)
into a single multi-project relay.config.json at the repo root
with three projects: core, iam, and trust. Bump all relay
packages from v19 to v20.1.1 and move relay-compiler to the
root devDependencies. Replace per-workspace relay scripts with
a single root-level npm run relay command and update the
GNUmakefile, CI workflows, and docs accordingly.
