Let users create, list, and revoke manual bearer tokens from
/me/oauth-tokens, scoped to their identity rather than an
organization. Manual tokens store a null client_id and are
authorized with a self-manage IAM policy.
Wire Connect GraphQL on Identity (list, create, revoke), add
console UI with scoped create flow and credentials dialog, and
cover the flow in e2e tests. Fix list pagination ordering and
keep the Relay connection in sync after create.

Each package that exercises the database against a real Postgres
carried its own copy of the connection bootstrap and schema setup.
Those copies had already drifted: some keyed off PROBO_TEST_PG_ADDR
with hardcoded defaults, others off PROBO_TEST_PG_URL, and the
agentrun/coredata suites hand-applied individual agent_runs
migrations to ensure the table existed.
Introduce a single test.PGClient helper that parses PROBO_TEST_PG_URL
(falling back to the local compose database), runs the full coredata
migration set once per process, and skips when no database is
reachable so make test stays a pure unit-test run. Migrate the
agentrun, coredata, cookiebanner, iam, and thirdparty suites onto it
and delete the duplicated helpers so the bootstrap can no longer
diverge.

Change AuthorizationAttributer.AuthorizationAttributes to take a slice
of resource ids and return policy.AttributesByID, so a single SQL
round-trip can load condition attributes for a whole batch. All
coredata implementations are migrated to a single
`WHERE id = ANY(@resource_ids::text[])` query that returns only the
rows it finds.
Authorizer gains:
- AuthorizeBatch — all-or-nothing across a homogeneous (same entity
type, same organization) resource set; rejects mixed entity types,
mixed organizations, and empty batches with structured errors.
- AuthorizeMulti — heterogeneous evaluation that returns one error
per item and writes audit log entries in a single bulk insert.
The single-resource Authorize is rewired to delegate to AuthorizeBatch
so all paths share the same condition evaluation and audit logging.
recordAuditLog is split into buildAuditLogEntry plus a batch insert.
Tests cover the new batch and multi paths, mixed/empty/unsupported
resource cases, audit log batching, and dry-run behaviour.
