570395c4ac Add opt-in shell lint and format targets 
Introduce make lint-shell / fmt-shell with shellcheck and
shfmt (-i 2 -ci -bn), normalize first-party scripts, and
document the new targets. Keep them out of make lint / fmt.

be76bef14c Add trust center base domain configuration 
Introduce the trust center base domain setting (default probopage.com)
so managed default domains can be minted for every compliance page.
This configuration is a prerequisite for the domain-ownership migration
and the default-domain provisioning that happens at organization
creation.
